The Spanish papers assert, that the British Consul, resident at Cadiz, has protested to the Admiral commanding the French blockading squadron, that British vessels laden with provisions for the garrison, have been insolently turned away. If there is one word of truth in this report, there is an end of the question for ever, so far as regards the reduction of Cadiz by starvation. The English ministry, if they have authorised such a protest, are prepared to go further-that is, to insist on the exclusive right of supplying Cadiz with provisions-that their vessels shall be allowed to enter and to depart,-- when, and as often, as they please stipulating to bear no articles contraband of war. It is not improbable that England will insist on this as the price of her neutrality. If this is denied,- she may be ready to make a common cause with Spain, and by the superiority of naval force, compel the French invaders to abandon the siege. Between the capture of Ferdinand and a commercial monopoly, the English ministry, we believe, with all their loyalty, would not hesitate long which to make the object of their choice. The commander of the blockading squadron would cast many ominous glances towards Cape Trafalgar, and in every sullen breeze, he would think that he heard the voice of Nelson rising from the bottom of the waters. He would listen with indefinable emotions to such accents, very much resembling the sea sickness of a land lubber on his first voyage.-Ibid.
