Full Text
It seems that the contract of the city with the gas company is to light the street lamps every night except when the moon is shining. Last night it was raining with heavy clouds overhead, and although the moon was shining, it was as dark as ever Egypt was. If the street lamp lights are ever needed worse than on rainy, dark nights we don't know when it is.
The gas company cannot be expected to furnish its gas gratis, and when it contracts to furnish light only on nights when the moon is not shining, it of course makes its charges per lamp post on that basis, and the blame is with the city if any attaches anywhere, and not with the gas company that we had no lights last night on the streets.
We are not disposed to censure the city government either, for in its commendable desire for economy, we have no doubt it overlooked the fact that the city might some night be plunged in cimmerian darkness, although the moon was shining in all its refulgence above the clouds. We respectfully suggest to the city to amend its contract with the gas company so as to include all dark nights and pay a little more per lamp post per annum, or pay extra for the dark moonlight nights pro rata per night that the lamps are lighted on such nights.
