WASHINGTON - (ANP) - Plans to insert into the so-called "work-or-jail bill" sponsored by Rep. May and Sen. Bailey, an amendment to give permanence to the FEPC were developing here over the week-end as the bill headed for house debate early this week.
The objective of proponents of the move is to use the amendment against those who have been insistent upon writing into the bill anti-closed shop amendment which would relieve persons transferred from less essential jobs to war plants holding agreements with unions from joining the union. At present the anti-union clause has been knocked out although it had been voted into the legislation once.
Chairman Mary Norton (D. N. J.) of the House labor committee is opposed to the procedure being adopted for forcing FEPC permanence. She told reporters "this is no place to bring in the FEPC." She pointed out separate legislation already under way to give statutory standing to the agency.
The National council for a permanent FEPC withheld comment on this new development "pending further study for what it is all about." In other quarters, however, the fear was expressed that by attacking a permanent FEPC amendment into the manpower bill, "a wartime measure," would be leaving the committee just where it is now when the life of the measure expires.
