What is this article about?
The Warren Herald editorial apologizes for reduced coverage of National Legislature proceedings due to extensive foreign intelligence. It reports that a treaty between Great Britain and the United States is before Congress, protecting the American flag for seamen except British deserters. Dispatches confirm the treaty's conclusion, with Mr. Monroe preparing to return to the U.S.

SATURDAY, FEB. 14, 1807.
The great pressure of late Foreign Intelligence in this day's HERALD, will, we hope, be a sufficient apology to our readers for the exclusion of our usual proportion of the proceedings of the National Legislature.
It is said the treaty lately negotiated between Great-Britain and America is now before Congress; that it is admitted in one of the articles, that our flag shall protect all seamen sailing under it, excepting deserters from the service of Great-Britain.
We are happy to state (says the Baltimore Evening Post) from high authority, that dispatches have been received at Washington, from our Ministers at the Court of St. James, informing that a treaty had been concluded between Great-Britain and the United States, and that Mr. Monroe was preparing for his departure from London for the United States with the same.
