Public Works Program
Recommendations Made

WASHINGTON, March 17.-(P)-
President Roosevelt submitted to congress today a program to store up "a reservoir of non-defense public work which can be loosed when the pace of rearmament slackens."

The recommendation for a six-year public works program, to become operative after the current emergency, was made by the national resources board as the framework for what it called "development of resources and stabilization of employment."

The board proposed a revolving fund to be administered by the President for the inauguration now of surveys and preparation of plans for projects to be developed during the six-year period.
