According to the reports which were in circulation three days ago, the half of France was in flames. Lyons, it was said, had revolted, the department of l'Isere was in a state of insurrection, and the war in la Vendee was kindled up again. The news received from the neighbouring departments is, however, directly the reverse: the executive directory has received addresses of congratulation from several,--the intelligence of what happened on the 4th inst. caused the liveliest joy at Rouen, and every wise measure was taken to secure the emigrants, the priests, and the agents of Louis XVIII, at Lyons, which has constantly been the hot bed of superstition and of royalty.
It is probable that the 18th of September will be considered in all the departments as an epoch which consolidates the true interest of the Republic, and rescues the constitution from the chains with which it was oppressed. [Le Surveillante.]

I am very glad, gentlemen, that circumstances enable you to exert your zeal more effectually in my service, and afford me an opportunity of showing the confidence I place in you. Mr. D'Abbriagues divides it with you, it is my intention that he should be the channel of your correspondence with me. He will preserve the originals, and you may rest perfectly satisfied as to the use I shall make of your correspondence.

The king has learned, with the greatest satisfaction, that his agents at Paris are exerting themselves with the utmost vigor, to reconcile to him the members of the two councils and the present administration, that they have never lost sight of the grand point to which all their interests ought to tend, and that they flatter themselves that they shall be able entirely to gain over those whose sentiments they have transmitted.
Among all the means to increase the influence of the party managed by the agents of the king, there are three which are the principal.
To remove from the administration the regicides, their leaders, and those of the Jacobins.
To exert themselves to secure the new elections.
To gain and bring back as many as possible of the party now known by the name of the Ventre (the belly).
The most recent opinions on the present situation of the two councils render this point extremely important; and the king thinks it incumbent on him to add this instruction to all the former he has confirmed, as well as those you will find in London, in the possession of the Duc d'Harcourt, in copies signed and approved by his majesty.
The king wishes you would remit to him more complete information relative to the state of the party, the sentiments of which you have explained especially relative to the connection you mention in the letter of the 25th of May, with one of the two principal armies, and also concerning the association (of Clichy) which appears to have been lately formed, and which you will not fail to explain in your next letter.
