From Philadelphia, May 18.
"You may judge from THE PRESIDENT's speech the temper of the times in this city. He is firm in his integrity and principles; and the wealthiest citizens are determined to sacrifice their lives and property in support of them. The House is already very full. All have arrived, except Messrs. Gordon and Smith, of N. H. Skinner of M. Champlin and Potter of R. I.--Findley and Gregg of P.--Smith of Maryland.--Parker of Virginia.--Davis and Fowler of K. Burges and M'Dowell of N. C. and Smith & Sumpter of S. C. Three of the Committee on the President's speech are good :--Indeed every thing augurs a peaceable session.
There is a decided majority in both branches, to support the most efficient measures of the Executive."
