Col. Tousard came to this country from France at the beginning of the revolution, and served in the American army with zeal and ability during the greater part of the war; and lost an arm in the service at Sullivan's retreat, in Rhode Island—but who (alas! fatal to him) enjoyed the friendship, esteem and confidence of Gen. Washington.
