Filibustering Over the Mexican Pension Bill---The Fight for the Democratic Convention---Pension Frauds---Capitol Gossip.
WASHINGTON CITY, Feb. 20.—The house has had its first experience of filibustering this session. The Mexican pension bill was the cause of the trouble. The bill was opposed by the Republicans because it pensions dependent relatives of all who served in the Union wars, such as the Seminole and Creek Indian wars. Hiscock tried to have the bill read, but the Democrats successfully opposed that for a long time.
At about 2:30 a. m., Hiscock got an opportunity to read parts of the bill, and did so. There was an exciting time. Hiscock was standing full in front of the speaker's desk, where he was surrounded by an excited crowd of his adherents and opponents, and, finally, the disorder became so great that the services of the sergeant-at-arms were required to restore some degree of order. Tucker, approaching to within a couple of feet of Hiscock, addressed him directly, and called him to order.
"The gentleman calls me to order," roared Hiscock, "because his side is unwilling to have advertised to the country the bill which they attempt to force down the throat of this house."
At 6 o'clock a. m. a motion was agreed to revoking all leaves of absence granted for this legislative day. At 8:15 a quorum was obtained, and Howitt's motion making the Mexican pension bill a special order for the 21st inst. was seconded by 165 to 1. The resolution was then adopted as follows: Yeas, 175; nays, 35. The announcement of the result was received with applause from the Democratic side, and at 8:55 a. m. the house adjourned until Wednesday.
