The packet ship Bogota, recently arrived at New-York from Carthagena, bringing advices to the 21st ult.—Intelligence was received that Gen. Bolivar would arrive at Carthagena, on the 26th, and preparations were making to receive him. He had passed through Quito and Guayaquil. The country was in a very unsettled state. About four thousand troops were in the place. The frigates Ceres and Colombia, and several other vessels of war were in port.
