Fort Worth, Tex., Oct. 23.—Questions of postal savings banks, tracing lost mail, civil service and executive ability as prerequisites for postmasters and uniforms for rural mail carriers will engage the attention of the members of the Texas Postmasters' association at their annual meeting, opening here today. The Texas organization is the oldest association of postmasters of all classes and also outranks the associations of other states in membership. Representatives of the post office department in Washington are in attendance.
