Extract of a letter from a gentleman high in office, dated Philadelphia, April 5.

"The motive for convening Congress here on the 15th of May next, has not transpired; but I conjecture it is to take the sense of the nation about the present distressed state of our commerce, and whether it would be expedient to lay an embargo—send an Envoy Extraordinary to Paris—Or to treat with Great-Britain about ceding or at least ceasing to exercise the right, granted to them by treaty, of carrying all our provision vessels into their ports, that all excuse for French captures may be removed."
