"The Russians have applied to the Sublime Porte for the release of two of their ships which have lately been captured by the Algerines. In consequence of which the Grand Signior sent a minister express to Algiers, to request that the Dey might restore the ships so taken, together with their crews. The Dey made the following answer to the Ottoman minister, 'Go back, tell the emperor, thy master, that I am sovereign as well as himself, and that it rests with me, and me alone, to make peace or war; as for the slaves they may be set free by paying a proper ransom, but as to the ships and cargoes, they are condemned and sold, and the money distributed amongst my seamen: and I command you to make known to the emperor, that I value not his friendship, neither do I care for his anger.' We wait with impatience to know the result of this imperious answer, and what steps the Divan will take in consequence of it."
