PROVIDENCE, May 11.

On Wednesday the 3d instant, the Honourable General Assembly convened at Newport, it being the day for declaring the Election of General Officers, and appointing the other Officers of this State for the year ensuing:--At four o'clock in the afternoon the General Officers were declared as published in our last paper.---His Excellency the late Governor Greene, on resigning the Chair to his Successor, his Excellency Governor Collins, spoke as follows:

"Gentlemen of both Houses,

I beg your indulgence for a few moments:--Although there are many new members present, especially of the Lower House, I have the pleasure to reflect, that in the most gloomy and difficult times which this state ever saw, and such as I hope never may return, I have had the honour to preside over you, and with many of you to share in the difficulties and troubles of the important affairs of the government.--For near eight years in those times, I had the honour of the votes of my fellow freemen of the state with scarcely a dissenting voice.--Until very lately I have not known that there was any dissatisfaction; but some reports which were entirely groundless, and industriously circulated in so private a manner, that they did not even come to my knowledge until after the town-meeting on training-day, has undoubtedly given rise to this surprising and very extraordinary majority.

Now, Sir (addressing himself to Governor Collins) I am ready to resign the chair to you, at least for the term of one year; and I hope that where I have misspent it in any thing, you may be able to mend it."
