Gen. Howard against the distribution of the proceeds of the Public Lands! We clip the following paragraph from a letter of Gen. Howard, addressed to P. E. Engle, D. Vance and A. P. Watson, published in the last number of the State Sentinel:
"I regard the public lands as a source of revenue, and their diversion from the proper objects of revenue, will lead to the necessity of violating the compromise, and the result will be the renewal of that angry excitement on the subject of the tariff, which threatened such dangerous consequences some years since."
