BLOOMINGTON, Ind., Oct. 9.—His attack on the Des Moines speech of Senator Harding was continued here today by Governor Cox, in his second visit to Indiana. Governor Cox denied Senator Harding's statement that President Wilson had insisted upon ratification of the League of Nations covenant "without the crossing of a T or the dotting of an I," and declared that Senator Harding should "apologize for misleading the public." Governor Cox in his speech, cited President Wilson's letter to Senator Hitchcock approving reservations, in order to contradict Senator Harding's statement regarding the president.
"In making such a statement," said Gov. Cox "Senator Harding is inviting the reproach of the nation."
Continuing he said "our people are so aroused at the revelation of the plot to defraud the dead of the nation of the lasting peace for which they fought that they are in no temper to have the truth trifled with. In charity of judgment I want to give Senator Harding the benefit of the doubt by assuming that in this matter he doesn't know what he is talking about."
Governor Cox added to this declaration that there had been "more than one frank exchange" between President Wilson and several senators regarding proposed League reservations, and that although Senator Harding had "dodged 1,163 roll calls," he was present to vote against adoption of Senator Hitchcock's reservations.
