Extract of letter from a mercantile house of great respectability in Rotterdam, to a gentleman in this town, dated 23d July.
Our form of government has again changed. The King has abdicated the throne, and it is said, has gone to America. To day the French Moniteur informs us, that we are incorporated into the French empire. All goods of colonial produce must pay fifty per cent. on the value; and are then permitted to be sent into France. Two thirds of the publick debt is ANNIHILATED; and the remaining one third is consolidated, and brought upon the great book of the publick debt of France.
