Extra Session of Congress.-The Washington correspondent of the N. Y. Herald says that an extra session, in consequence of the delicate state of our foreign relations, is freely spoken of in Washington as inevitable, and that many of the Western members of Congress are holding over to await the issue. The Herald thinks it possible that the report may arise from the necessity of having an extra session of the Senate to re-confirm the schedule of our consuls abroad, whose official existence under the new law will expire in July.
