The democratic papers accuse the federal of inducing the British to believe there would be an insurrection in this country. Now the fact is, the Federalists have always ridiculed the idea of an insurrection where, as Mr. Jefferson has issued a proclamation announcing the existence of an insurrection spirit in Vermont, and calling on the military to enforce the laws!! What better authority do foreigners want, than the President? So far have the Federalists been from expecting an insurrection, that they censured the Proclamation as calculated to create and inculcate an idea which was erroneous and disgraceful. As giving publicity and importance to affairs, which were trivial and ought to be concealed. The Federalists wish to effect political only by constitutional means.
