The Immigration Obstacle.

We have said that the office of Commissioner of Immigration, as at present organized, is an obstacle to immigration. The incumbent, Griggs, was elected in 1873, to serve for a term of four years. The law creating the office provided that $10,000, and no more, might be expended per annum in the execution of the pretended purposes of the office. The sums that have been expended under this act, have been worse than thrown away. The vagrants who have been quartered on the treasury, as immigration agents, have discouraged, instead of encouraged, immigrants from the North and Europe. Persons contemplating immigration from those regions on beholding these sable peripatetics, would naturally exclaim "if this is your representative class, we would prefer some other country."
