South Carolina.—The new legislature assembled at Columbia on Monday 22d ult. by virtue of the call of the Governor, whether the call were constitutional or not.
The Hon. Henry Deas was re-elected President of the Senate, and the Hon. Henry L. Pinckney, Speaker of the House of Representatives.
Governor Hamilton transmitted his Message on the same day, recommending the legislature to confine themselves, at the present session, to the object for which they were specially convened.—The Governor reviews the course of federal legislation in regard to the tariff, pronounces protecting duties unconstitutional, and recommends the prompt and expeditious call of a convention 'for the purpose of considering the character and extent of the usurpations of the General Government.' He urges haste in this matter, as he says 'I deem it in every respect desirable that our issue with the general government should be made before the meeting of Congress.'
The Message was referred to a joint committee, who reported, the next day, a bill to provide for calling a Convention, the members of which shall be chosen on the second Monday and Tuesday in November and meet at Columbia the Monday following, which will be the 19th inst.
