ON MEDIATOR NEFF

Washington.—The reappointment of former Governor Pat M. Neff of Texas as a member of the Federal Board of Mediation was opposed by the railroad shop men's organizations at a hearing held by the Senate Committee on Interstate Commerce.

Mr. Neff, according to his own testimony, investigated a labor dispute and advised these employes that their contract was void.

Thomas Stevenson, attorney for the unions, told the committee that Governor Neff does not understand the railway labor act.

"The Board of Mediation has no jurisdiction to decide the legality of contracts," said Mr. Stevenson. "If the board should decide a contract was void we would ask that the board be abolished. They would be deciding against us and they have no legal right to make a decision on our disputes."

The workers also charged that Governor Neff advised them to join a company "union.
