COMMUNICATION.

A Citizen who attended the meeting at the Capitol on Wednesday evening, begs leave to suggest to the Committee, the propriety of taking into Consideration the erection of a Paper Mill in the neighborhood of this city. The immense consumption of this useful article in our state is well known; and the quantity for sale is seldom equal to the demand--If we should be involved in war, as is probable, our usual scanty supply of paper from the Eastern States will be obstructed. 'Tis an indispensable article, and the manufacture of it on an extensive scale would be very lucrative.
