SENATE CHAMBER,
WASHINGTON, January 28, 1890.
Dear Sir: I learn that while the bill providing for a public building at Waterbury has been favorably considered by the committee, it has not yet been reported to the senate. However, Waterbury is not an exception. All bills for public buildings are being held back by the committee until a sub-committee has presented for adoption a clause which is to be attached to every bill pending. The clause is to provide for a commission to select a site for the location of the proposed building. Heretofore the selection of the site has caused much trouble. It was left to an agent of the architect's office, who may or may not have selected the most popular site. His report would be approved by the supervising architect. As soon as the result was known contending delegations would appeal to the secretary, and the final decision invariably would breed dissatisfaction. It is proposed to do away as far as possible with this unsatisfactory method.
I have spoken to the members of the sub-committee and learn that it is intended to report the matter very soon. The bills will then be taken up in the order they were disposed of in committee, and probably will meet with but little opposition in the senate, if any.
