Extract of a letter from the Havanna, dated Dec. 23.

"Every thing is very dull here, and but little doing; the produce of the Island advancing, and the crop of sugars reduced to one half the usual supply, in consequence of a severe draught, and very cold season—the city, of course healthy. There are now very few foreigners here. We are daily expecting accounts of the progress of the expedition against New-Orleans. The Spanish ship Martiartu, Capt. Fernandez, arrived here on the 23d inst. in 18 days from Newport, with a number of passengers among whom is Capt. Smith, of the U. S. Navy, come here for the benefit of his health, and I am flattered will be much benefited by the voyage."
