The LIBERTY of the PRESS.

A SCRAP.

MERCIER in his Tableau de Paris, pays the English the greatest honour; in one place recommending the Liberty of the Press as being the guarantee of civil liberty, he says: "O happy Britons! Generous people, strangers to our shameful bondage, continue to maintain in its glory the liberty of the press; it is the pledge of your freedom; it distinguishes you from the rest of mankind; by its means alone you represent the universe, and support the dignity of men. The thunderbolt which strikes at the pride and insolence of arbitrary power, are forged in your happy island. Human reason has found an asylum amongst you, from whence philosophy, with its innumerable blessings, can be conveyed to all mankind."
