A passenger on board the Eliza informs, that the frigate lately arrived at Cape-François from France mounts 44 guns: she brought out 40,000 dollars, but was not permitted to enter the harbour; she lies in a place ten miles to leeward of it. Her crew are reported to be in a state of mutiny.
It is mentioned that Gen. Toussaint's commissary has published a proclamation, signifying, that in spite of the mother country, and the enemies of the island, the colony shall be free and independent.
