We stated a few days ago, that a London article of the 18th of May, announced the arrival from France of a Mr. Livingston, said to be charged with overtures for peace. It was not supposed at the time that this Mr. Livingston was our minister at the Consular Court: we are now, however authorised to state it as a fact. A letter received in this City from Dieppe, dated early in May, says, "Mr. Livingston, the American minister, sails from hence tomorrow, for England." That he is charged with any mission for the British government, we cannot believe. Having obtained leave to return to this country, we presume his proceeding to England is merely a matter of personal choice; independent of all public considerations.
