I am sorry to find the Indians are become so troublesome again in America: This, with some other Affairs, seem to forebode another WAR;-hope not, but fear too soon.--Here is a very great Uneasiness in England, among all People of Rank, with the present Administration, and the People Seem positively bent to have Mr. Pitt at the Head of the Ministry :--If this is not effected soon,it may create some confusion, as appears by the daily Papers.
Will the northern colonies never be rouzed to present a proper State of their Grievances to the Board of Trade? It is impossible for them to unite and endeavour to prevent their Destruction? Tis not difficult to prove clearly, the whole Produce of the Lands to the Northward of Maryland, is not equal in Value to the fourth Part of our Imports from Great-Britain. Can it be conceived, that it will be possible to make Remittances to England, if the Employment of three fourths of our Seamen and Shipping is to be cut off? Of what Use will our Lands be, if the Produce of them is prohibited Exportation? We have neither Gold nor Silver Mines here : we subsist principally by a Commerce of Navigation ; whatever restrains that must ruin us. If the Planter cannot Sell the Produce of his Labours (which must be the Case, if the Merchants cannot export them ) he will remove to that Place where he will meet with less Difficulty, and more Encouragement : of Consequence in a short Time these Colonies must be depopulated.
It can be made to appear, that one of our Northern Colonies only,import more British Manufactures annually, than all the English Islands in the West-Indies, without exception. Is this a Reason for the Ministry to Sacrifice all the Continent to them? If the Board of trade were properly informed of the true State of our Commerce, it's certain that Measures entirely different to the present Proceedings, Would be pursued. Are Informations concerning of Commerce from Officers of the Army, to form the Judgment of those who regulate us? Are the Gentlemen of the Navy judges of the Nature of Commerce and the Liberty of the Subject? Was ever Commerce known to flourish in any part of the World under a military Discipline of any Kind? What were the Causes that have populated the United Provinces? What are the Causes that have planted Misery and Poverty in the Spanish America Dominions, and ruined Old Spain though possessed of the Mines of Peru and Potosi?
If Spanish Policy is a Model for England to govern her Colonies by, the employing Thirty Sail of Shipping, will be thought preferable to the Employment of Two Thousand Five Hundred Sail. The common Channels through which the Board of Trade usually form a judgment of us, can be demonstrated to be very Erroneous. Let us have an Opportunity to represent the Nature of our Commerce, before any Step is taken by the British Parliament, that may destroy us ; let every trading City in these Colonies, have an Opportunity to produce convincing Proofs, for every Assertion regarding the Nature of their Trade, and the true Interest of Great-Britain.
