WASHINGTON, Dec. 16. (UP)—President Roosevelt's secret Polish policy, on which Prime Minister Winston Churchill is attempting to smoke him out, goes at least as far as the use of moral force to obtain a free choice of government in Poland at the earliest opportunity.
The gap between Mr. Roosevelt and Churchill appears to relate to the events leading up to the choice of government and the "practical" methods of shaping those events.
CHURCHILL'S PLAINT
Churchill complains gently that Mr. Roosevelt has not made any public announcement of this government's attitude toward what the prime minister indorses as the "practical" realignment of Polish borders on the east and west as desired by Russia.

delegation of Polish-Americans that “Poland must be reconstituted as a great nation” since “it is very important that the new Poland be one of the bulwarks of the structure upon which we hope to build a permanent peace.”
Polish-American reaction to any American indorsement of the realignment of Polish frontiers probably would be instant and prolonged.
The administration’s commitment to free Polish choice of government was made public and official on December 5 in a statement in which the state department rebuked Great Britain for its interference in the formation of an Italian cabinet.
GUIDE TO POLICY
The department’s statement said that, “since Italy is an area of combined responsibility, we have reaffirmed to both the British and Italian governments that we expect the Italians to work out their problems of government along democratic lines and without influence from the outside.”
But the kicker in the statement which has special significance in the Polish dispute, was the next sentence, reading as follows:
