IN SENATE,
Wednesday, Jan. 11.
James Barbour, a Senator from Virginia, appeared and took his seat.
The bills yesterday passed in the House of Representatives were severally read and passed to a second reading.
On motion of Mr. Fromentin, the Senate adjourned to Friday next.
Friday, Jan. 13.
Mr. Smith from the Committee to whom were referred the amendments of the house to the bill to incorporate the subscribers to the bank of the U. States of America, reported the same with a number of amendments.
The amendments to the amendments of the House propose to increase the fixed capital of the Bank from thirty to thirty-five millions of dollars, to make the capital consist of shares of four hundred instead of one hundred dollars each ; that the five millions proposed to be added to the capital, shall be added also to the amount subscribable in public debt; to disagree to the proposition of the House for striking out the section which authorizes suspension of payments in specie ; to agree to the section which compels the Bank to commence its operations before the first day of January, and to disagree to that which proposes to authorize a committee of Congress at any time to examine the books. &c. and prescribes the course of proceeding in the Courts against the Bank, in case of a violation of its charter.
The consideration of this report was postponed to, and made the order of the day for to-morrow.
HOUSE OF REPRESENTATIVES.
Wednesday, Jan. 11.
Mr. Ringgold presented the petition of the President and Directors of the Potomac Company, praying an extension of the powers of their charter so as to allow them to dispose of mill-seats within the District of Columbia, in case the erection of mills on the same shall not be prejudicial to the navigation. The petition was referred to the committee on the District of Columbia.
Mr. Stanford of N. C. reported a bill to revive and continue in force the act declaring the consent of Congress to the act of the Legislature of the state of Georgia, passed the 12th of December, 1814, establishing the fees of the harbor master and health officer of the ports of Savannah and St. Mary's ; which was twice read and committed.
Mr. Trout, from the committee on Military Affairs, to whom was referred the amendments of the Senate to the Volunteer bill, reported sundry amendments to the said amendments ; which were agreed to. On the question to agree to the amendments of the Senate as amended--it was determined in the affirmative.
On motion of Mr. M'Kim, the House determined not to sit to morrow, it being a day assigned by the President as a day of national fasting humiliation and prayer.
Two messages were received from the President of the U.S. the one transmitting an account of the contingent expenses of the government for the year past ; the other transmitting the annual Report of the Director of the Mint.
The House then resolved itself into a committee of the whole, Mr. Breckenridge in the chair, on the bill for quieting and adjusting claims to land in the Mississippi territory.
The discussion on this bill lasted the remainder of the day.
Friday, Jan. 13.
Mr. Pleasants, from the naval committee reported two bills for compensating individuals, not having commissions from the United States for prisoners and property taken from the enemy by spirited enterprize, viz. a bill concerning Mathew Guy and others, and a bill concerning Weston Jenkins and others; which were twice read.
MISSISSIPPI CLAIMS.
The house resumed the consideration of the report of the committee of the whole on the bill for quieting and adjusting claims to land in the Mississippi territory.
This bill provides a mode of settlement of claims to lands in the Mississippi territory, north of the 31st degree of latitude, derived from grants or patents issued by the British government.
Considerable debate took place on this bill to-day, as it had done on Wednesday, in which the bill was strenuously advocated by Messrs. McKee, Robertson, Lattimore and others, and as strenuously opposed by Messrs. McCoy, West and others.
The question on the passage of the bill to a third reading, was decided in the negative, by a majority of one vote, thus :

So the bill was rejected.
The House then resolved itself into a committee of the whole, Mr. Nelson in the chair, on the bill to authorize the President of the United States to raise certain companies of rangers for the defence of the frontiers of the United States, After having made some progress therein, the committee rose, reported progress, and obtained leave to sit again.
And the House adjourned.
