No State Twine Factory.

Stillwater, July 23.—The board of state prison managers held a special meeting, at which Managers Dunn and Temple informally narrated the steps taken in their investigation of the feasibility of establishing a binding twine manufactory at the prison. They found that where the business is in operation an enormous capital and few workmen are required, most of the employes being women and children. It is estimated that a plant and material necessary to employ 75 convicts one year will cost $100,000. The formal report to the board and the governor will be strongly against the project to manufacture binding twine at the prison. The board finally adopted the warden's original plan and decided to establish a tub and pail factory employing 75 men. The plant, including dry kiln, will cost $8,000.
