MIDDLEBURY, NOV. 13.
Agreeably to the Constitution, a Council
of Censors, consisting of thirteen members,
will be elected by the freemen, on the last
Wednesday in March next, who are to assem-
ble in this place on the first Wednesday in
June, 1806 :—" Whose duty it will be to en-
quire, whether the Constitution of this State
has been preserved inviolate, in every part, du-
ring the last septennary, or seven years ; and
whether the Legislative & Executive branches
of the government have performed their duty,
as guardians of the people. They are also
to enquire, whether the public taxes have
been justly laid and collected in all parts of
the Commonwealth ; in what manner the
public monies have been disposed of ; and
whether the laws have been duly executed.
For these purposes, they are authorized to
send for persons, papers, and records :-
and have power to pass public censures,
to order impeachment, and to recommend
to the Legislature the repealing of such
laws as shall appear to them to be unconstitu-
tional. These powers they are to hold during
the space of one year from the day of their e-
lection. They are also empowered to call a
Convention, to meet within two years after
their sitting, if there appears to them an abso-
lute necessity of amending any article of the
Constitution," &c. &c.
