WASHINGTON, Nov. 2.—President Maso, of the provisional Cuban government, has cabled Senor Quesada, secretary of the Cuban delegation here, saying: "The assembly has not yet met, owing to the absence of a quorum."
This is called out by an inquiry of Quesada regarding the reports representing the Cuban assembly as in session at Santa Cruz del Sur, and engaged in discussing questions relating to the future of the island, the disarmament of the Cuban army and the extent of the co-operation between the former insurgent forces and the United States authorities.
There are evidences that President McKinley's cabinet have assurances that the action of the Cuban provisional government will not be antagonistic to the policy of Washington, but in sympathy with the execution of that policy.
