WASHINGTON, March 12 (AP) President Roosevelt sent Congress a request for a seven billion dollar appropriation to carry out "the fixed policy of this government to make for Democracies every gun, plane and munition of war that we possibly can."
In a letter to Speaker Rayburn transmitting the detailed estimates of the budget director for the seven billion dollar expenditure, Roosevelt asserted, "I ask enactment of this appropriation."
He declared that as an American he felt "it was imperative for the security of America that we encourage Democracies' heroic resistance of aggressions by not only maintaining but also increasing the flow of material and assistance from this country."
The largest item is two billion six hundred four million dollars for "aircraft and aeronautical materials, including engines, spare parts and accessories."
