Richmond Circuit Court Bill.-The Senate and the House of Delegates have been amusing themselves with a small game of "Battle-door and Shuttlecock." The subject of the play was the Richmond Circuit Court bill. The Senate having amended the bill, it was returned to the House for its concurrence. The House disagreed to the amendments, and sent it back. The Senate then insisted on its amendments. The House, in turn, insisted on its disagreement; and the Senate then receded. So the bill has become a law in the shape it originally passed the House.

The object of the Senate's amendments was to obviate the creation of a new Circuit by making Richmond city and Henrico compose the 7th circuit, and distributing the four remaining counties among the adjacent circuits. This arrangement was loudly protested against by the members from those circuits, as inflicting on their constituents the same evils which it was the object of the bill to remedy as regarded the people of Richmond.
