A CABINET COUNCIL

LONDON, Feb. 28.—The Telegraph states that the cabinet members have been summoned to meet at 2 o'clock this afternoon to consider the question of resigning.

CLOSETED WITH GLADSTONE.

Ponsonby, the queen's private secretary, left Windsor to-day and saw Premier Gladstone at Downing street. He was closeted with the premier for a long while.

A CRISIS PREDICTED.

4 P. M.—The cabinet council met at 2 o'clock this afternoon and is still in session. Earl Spencer, lord lieutenant of Ireland, is present, having arrived from Dublin this morning. The object of the meeting is very uncertain but a crisis is predicted. Every member of the ministry is present.

THE VOTE OF CENSURE

The government's majority of fourteen in the division on the motion in the commons has not disappointed the conservatives. It is the smallest majority the government has obtained upon any important question since it entered office. The conservative vote, nominally estimated at 258, was increased to 265 by votes of absentees and other Whigs and Irish members. The peers supported the government. Excitement became intense toward the end of the debate when it became known that the Whigs and the Parnellites had decided to vote against the government. The report led hesitating radicals to vote against the censure, thus saving the government from defeat.

GLADSTONE'S CHANCE

Rumors are current that Premier Gladstone resigns and proposes as his successor the Marquis of Hartington, present minister of war.

ADJOURNED.

The cabinet council was in session until 6:30 this evening but no decision has yet been ascertained.

NO IMMEDIATE RESIGNATION

It is reported that much occurred during the afternoon session of the cabinet this evening. The decision arrived at in conference was that no resignation should be tendered until parliament has disposed of the government's measure for the redistribution of seats.
