Chief Says Spy Flights
Are Old Stuff

WASHINGTON,
(AP)
Rep.
Clarence Cannon (D-Mo) said yesterday flights over Soviet terri-
tory have been going on for
years, and the plane the Soviets
captured May 1 was not hit by a
missile but apparently was forced
down by
some unforseen and
unavoidable mechanical or physio-
logical defect.

Cannon, chairman of the House
Appropriations
Committee, de-
fended the espionage flights in a
House speech. He said they have
had the approval and support of
members of the Defense Appro-
priations Subcommittee.

The House listened intently
as
Cannon
spoke
and
applauded
when he concluded.

Cannon spoke of flights since
1946 and penetrations as deep as
1,300 miles inside Russia.

He was one of the Congressional
leaders who attended Monday's
briefing on the plane incident by
Secretary of State Christian Her-
ter and Allen W. Dulles, head of
the Central Intelligence Agency.

Cannon accused the Russians of
having "distributed a picture of a
pile of rubbish which those who
know the plane recognized as
spurious."

The plane and the pilot were
evidently taken uninjured. The
fact that the plane was not hit
or overtaken by a Soviet plane,
he said, "completely destroys"
Khrushchev's claims of invulner-
ability against American attacks.
