We trust the appropriations for the Army and Navy will be reduced to the lowest figure, although this is hardly to be expected during the administration of a military President. The Army and Navy are eating up the substance of the people. Abolish all military and naval schools—cut down the Army to 5000 men—discharge a host of useless, swearing, drinking military and naval officers, and let merit be the only hope of promotion—take the officers from the ranks, and not from favoritism. This is republicanism—this is right.
