Charleston, Sept. 29.

We are informed, by competent authority, that Wm. Loughton Smith, esq. has declined offering himself as a candidate at the ensuing election as a member of Congress, in opposition to Mr. Marion. We therefore have every reason to believe that all the friends of that gentleman will support Mr. Marion. As it is now well established that Mr. Smith has generally approved of the late measures of the administration, and considered the Embargo as the best thing that could have been done at the time it was laid on, it cannot but be believed that the opinions of such an able statesman will weigh forcibly with all those who have heretofore confided in his opinions, & if any of them are still in opposition to the government, they will feel it their duty to desist and follow the patriotic example he has set them.
