Kentucky

The Legislature of Kentucky assembled at Frankfort on the 31st ult. In the Senate, the Chair was taken by the Lieut. Governor: Archibald Dixon. In the House, Charles S. Morehead was elected Speaker on the first vote, receiving 62 votes, against 34, cast for Joseph Haskin.

The Message of Governor Owsley was read in both Houses on the same day. The topics treated in it are—the State debt, the importance of guarding the State credit against any contingencies, the ordinary revenue, the extent and importance of Internal Improvements already executed, the principles of Administration in our National affairs necessary to public prosperity, frauds in elections, the several subjects connected with the Penitentiary, the Sinking Fund, the operations and receipts of the Board of Internal Improvement, the Railroad, the Common School System, the Schuylkill fraud, the several State Banks, the duties of the Legislative body, and the high regard felt by the Governor for that co-ordinate department of the Government. It is an interesting and able State paper, giving a brief but clear exhibit of the most important affairs of the State.
