BUILDING SUGGESTIONS IN COMMISSION'S REPORT
Raleigh, Dec. 16. One section of the Educational Commission's Report, which has just come from the press, deals with the size of administrative school units and their possible reduction in number by reorganization. Tables are presented showing the organization and enrollment of the schools for the scholastic year 1929-1930.
There were according to this report, 195 independent units in operation during that year, 100 county systems and 95 charter or city systems. These systems varied greatly in enrollment. Of the city systems, there were 66 with an enrollment of less than 2,000 pupils. Of the county systems, there were seven having enrollments of less than 2,000. Seventeen counties and five cities each have an enrollment of more than 10,000 pupils. The remaining systems are distributed between these two extremes.
The Commission recommends in Bill No. 1, which it submits for the consideration of the General Assembly, that all charters having enrollments of less than 2,000 pupils should be made part of the county system, and thereby reduce the number of administrative units in the state from 195 to 129.
According to the present organization 37.2 per cent of the charter enrollment is in systems having 6,000 pupils or more, 15.3 per cent having 3,000 to 6,000 pupils, 16.5 per cent having from 2,000 to 3,000 pupils, 18.0 per cent having 1,000 to 2,000 pupils, and 13.0 per cent having less than 1,000 pupils.
If the 66 systems having less than 2,000 pupils were put in the county systems there would be 64 systems having 6,000 or more pupils enrolled and 73.5 per cent of the total school enrollment, 39 systems having an enrollment of from 3,000 to 6,000 pupils and 19.7 per cent of the total enrollment, and 26 systems having fewer than 3,000 pupils enrolled or 6.8 per cent of the total public school enrollment.
