The report of Secretary Nagel of the Department of Commerce and Labor, contains recommendations for the development and expansion of the Bureau of Corporations into an agency to which the management and condition of all interstate corporations must be reported. He says that any attempt to solve the question through state action has been, and necessarily will be, futile. Other recommendations are for broader and more efficient laws for the wiping out of the white slave traffic, which, according to the report, has been found by the department to be an established and flourishing business, and for the strengthening of the laws against alien contract labor. The secretary advocates the abolition of all government clerkships which pay less than $900 a year. Aliens entering the country during the last fiscal year numbered 944,235, of which 67 per cent were from Russia. They brought with them $17,331,828, an average of $23.50.
