TO BE PROBED BY SOLICITOR
A careful and systematic investigation of the affairs of the defunct Citizens Bank & Trust Co. of Rock Hill by Solicitor J. Lyles Glenn of Chester, with the object of prosecuting in the criminal courts any who may be guilty of the State banking laws, has been made possible by the issuance of a court order filed in York Monday directing the National Union bank of Rock Hill, receiver, to give the solicitor access to all the records of the institution.
The order, signed by Judge M. M. Mann of St. Matthews, who presided at the July term of court in York, was issued in compliance with a recommendation of the York county grand jury, of which Robert T. Allison, York business man, is foreman.
The text of Judge Mann's order follows:
"It is ordered that the National Union bank as receivers of the Citizens Bank & Trust Co. permit the solicitor and the grand jury, or a committee from the grand jury, to inspect all the books and records which it has in its possession by reason of the receivership. That the receiver, its officers and agents, cooperate with the solicitor in checking over the books of the institution with the view of ascertaining whether or not any of the banking laws of the State have been violated.
"That it is not the purpose or intention of this order to require the receiver to move all the books and records to Chester or to York, but to give the solicitor and grand jury free access to them.
"It is further ordered that the receiver turn over to the solicitor for his use and for the grand jury copies of the two audits which have been made since January 1, 1927.
"It is further ordered that the solicitor and the grand jury make a report of their acts and findings at the September term of court in York."
