SENATE.
Jan. 26.—The third reading of the bill for the recovery of small debts, was concluded and the bill passed.
The bill for the payment of a claim of the Newcastle Female Benevolent Society, was read a second time and committed to Messrs. Morris, Weldon and C. Polk.
Agreeably to notice given, Mr. Whitely introduced a bill providing for the election by the people of this State of electors for President and Vice President of the United States; which was read.
Mr. Cummins reported the resolution to enable the Borough Council of Wilmington to borrow money, with sundry amendments. The amendments change the resolution into a bill, and provide that the votes of three-fourths of all the members of the Borough Council shall be necessary to an ordinance for a loan.
The bill authorizing a lottery to enable Abel Jeans to pursue his researches for stone coal, passed the Senate.
Jan. 28.—Bill establishing the boundaries of the town of St. George's, was received from the House of Representatives.
The bill regulating the general elections, was returned with amendments.
The bill first mentioned was read and the amendments to the returned bill adopted.
The bill concerning the sale of real estates by the Sheriff of Newcastle county, passed the Senate.
The bill prescribing the times, places and manner of holding elections for Representatives in the House of Representatives of the United States, was returned from the House of Representatives with information that it had passed the House.
The bill directing the time, place and manner of electing Senators of this State in the Senate of the United States, was received from the House of Representatives, where it had passed with amendments; which were adopted by the Senate.
The report of the committee on the resolution authorizing the Borough Council of Wilmington to borrow money, was adopted, and the bill passed the Senate.
Jan. 29.—The bill for the payment of a claim of the Newcastle Female Benevolent Society, was reported without amendments, and passed the Senate.
The bill to incorporate the La Fayette Asylum in Wilmington, passed the Senate.
Feb. 2.—The bill directing the manner of appointing electors of President and Vice President of the United States, was returned from the House of Representatives, where it had passed with an amendment.
The Senate refused their concurrence in the amendment proposed by the House of Representatives to the bill for the appointment of electors of President and Vice President of the United States.
HOUSE OF REPRESENTATIVES.
Jan. 26.—The bill to incorporate the La Fayette Asylum, passed the House.
Jan. 27.—The bill supplementary to the act authorizing a lottery for discharging the incumbrances against St. Peter's Church, in Wilmington, passed the House.
The bill for establishing the boundaries of the town of St. George's, certain blanks being first filled, passed the House.
Jan. 28.—The bill allowing additional justices of the peace in Newcastle county, passed the House with amendments.
The act prescribing the times, places and manner of holding elections for Representatives in the House of Representatives of the United States, passed the House.
Jan. 29.—The bill to lay out a road from St. George's to Newcastle, was taken up for a third reading; when Mr. Robinson laid on the table a resolution for postponing the bill till next session that the people of Newcastle might have time for considering the subject. The resolution was adopted.
The bill providing for the recovery of small debts was taken up for its passage and an amendment proposed by Mr. Black for extending the jurisdiction of justices of the peace to debts of $100, negatived. Some other proposed amendments succeeded, and then the bill passed the House.
Appointing commissioners to regulate the streets of Iredcrica, passed the House.
Feb. 1.—The bill to incorporate the Rockland manufacturing company on Brandywine, being amended, passed the House.
A petition from sundry citizens of Appoquinnimink hundred praying the legislature to detach from Newcastle county a certain part thereof and attach it to Kent county was read and referred to Messrs. Robinson, Williams and Clement.
The bill to incorporate the Philadelphia, Dover and Norfolk Steam Boat company, certain blanks being first filled and amendments made, passed the House. (The State reserves the right to tax the Capital stock to the amount of one per cent.)
The bill supplementary to the act establishing the boundaries of the town of Newcastle, passed the House.
Feb. 2.—The bill for the relief of the Borough of Wilmington, passed the House.
The bill providing for the appointment of electors of President and Vice President of the United States, was amended, and passed the House.
The bill to render liable houses &c. in certain hundreds of Newcastle county, for materials and labor in their erection, was rejected.
