Mr. Stewart offered the following resolution, which was rejected:
Resolved, That the Committee for C. of J. be instructed to Inquire into the expediency of allowing to the Judges of the Chancery District Courts, the same compensation for travelling in their respective districts, that is now received by the Judges of the General Court, with leave, &c.
On Mr. Kincheloe's motion, the House resolved to proceed jointly with the Senate, on the 21st inst. to the election of ten Directors of the Board of Public Works.
Mr. Yancey, from the C. of H. and I. N. presented a bill authorizing a loan for the purposes of internal improvement (relating to the James and Potomac rivers) which on his motion was passed to its second reading, and ordered to be printed. It was committed to the committee of the whole, and made the order of the day for Tuesday next. (It proposes to borrow, on the faith of the State, $3,000,000; viz, one million a year for three successive years, &c.)
Mr. Blackburn, as Chairman of the C. for C. of J. presented a letter from Cuthbert Howard, resigning the Clerkship of that committee, (which he had held for many years.) in consequence of indisposition. And to fill the vacancy thus created, Mr. Blackburn, aided by Messrs. Morris of H. Parker and Winston, nominated Mr. Thomas C. Howard, who had performed the duties of the office in the most satisfactory manner, during the indisposition of his brother—and he was elected without opposition.
On Mr. Parker's motion, the engrossed bill concerning the University of Virginia was taken up.
On the passage of this bill Mr. Holland called for the ayes and noes,
Mr. Christian moved to lay the bill on the table. This motion was resisted by Messrs. Loyall, Parker, Blackburn, and Winston; and rejected
Mr. Patteson of B. rose only to ask for a general call of the question and to intreat that the bill should be disposed of without discussion. It had been much discussed already, and was now in its form a compromise between the friends and enemies of the original bill.
The question was then taken, and the bill passed—ayes 105, noes 83.
After the ayes and noes had been called, Mr. Jesse, who was not within the bar of the House when the question was put, made an unsuccessful motion for leave to vote on the subject.
On motion of Mr. Garland, the report of the Committee on the propriety of extending the charter of the Farmers Bank, was taken up and concurred in by the House.
Mr. Cabell submitted the following resolve, which was agreed to:
Resolved, That the Committee to whom was referred the memorial of the stockholders of the Farmers' Bank of Virginia, be and they are hereby instructed to enquire into the expediency of requiring of that institution, in the event of its charter being extended, to locate a Branch or Agency thereof at Danville, in the county of Pittsylvania, with leave to report, &c.
