DEFICIT EXPLAINED.
Governor Says it is Only an Apparent One.
Was Given as a Warning to the Legislature The Chief Executive Interviewed.

CHARLESTON, W. Va., Jan. 17- The News reporter called at the office of the governor and interviewed him as to the financial deficit mentioned in his message. He stated that the deficiency was only an apparent one, but that he felt it necessary to warn the legislature not to incur any more expenses until the present ones were looked after.

"You see we have a surplus of a quarter of a million and possibly more," he stated, "and a great part of the six hundred thousand referred to in my message is for work dependent on the pleasure of the present session of the legislature. For instance, there is $75,000 to go for further work on the capital annex, which it is problematical the legislature will grant; there is $20,000 for certain buildings here and $10,000 for certain buildings there and when you sum it all up there are at least $125,000 that depends on the action of this body."

"As I said," continued the governor, "we have a quarter million of a surplus, as well as the current year's expense appropriations, and on the whole we are not in such bad shape after all."
