What Congress Will Do:—The Chandlerites, the Tiptonites, and their followers, are willing to go the "whole hog," and these are probably in the majority of Republicans in the Senate, but Senators of the Fessenden school are not convinced of the authority of law nor the propriety of the unconstitutional act to legalize an unconstitutional act; and little hope is entertained, therefore, of convincing these stubborn statesmen. It is not difficult, however, to get an almost unanimous vote in favor of a bill giving the commanders hereafter all power over civil officers, and such authorization—will form the main feature of any bill that may be passed.—Telegram in Sun.
