WASHINGTON, March 27.- The organization of the Isthmian canal commission, which was delayed until after the senate adjourned, to prevent any interference with the president's plans, certainly will be enacted before Mr. Roosevelt leaves for the south, April 3, and the shake-up will probably come within a week. The president is determined to make short work of the whole business, to prove that he is in earnest, and he will call for all of the resignations in a body. He is not inclined to apply any salve to the feelings of the commissioners, with whom, as a body, he is thoroughly disgusted. As matters now stand, it is said to be Mr. Roosevelt's plan to make a clean sweep, removing all of the present commissioners and appointing an entirely new board of three members, leaving the four other places vacant. The new commissioners will not be figureheads, however. They will have plenty of important work to do and will be given much responsibility, but their authority will be restricted within clearly defined limits and they will be subordinate to Mr. Wallace.
