Arizona.—The message of acting Governor McCormick was delivered to the Territorial Legislature of Arizona on the 11th of January. Mr. McCormick opposes the sale of the mining lands as likely to prove unprofitable to the Government; urges the pursuit of agriculture; calls attention to the importance of providing for the friendly Indians; commends a vigorous prosecution of the war against the Apaches, as necessary to the prosperity of every interest of the Territory; advises an appeal to Congress for the reinstatement of Arizona as a distinct surveying district, and points out the need and value of a geological survey, and of the improvement of the navigation of the Colorado river. The acquisition of the port of Libertad, upon the Gulf of California, is urged as necessary, and calculated to give new life and consequence to the region below the Gila river, and to be largely beneficial to the whole Territory.
